Six months ago, the town of Hawr Rajab was a mere shell of its former self. Local shops were closed, their windows boarded up. The streets were abandoned. Homes were badly damaged. The town was once an al-Qaeda in Iraq stronghold where violence and intimidation forced residents to flee their homes.
