TIKRIT, Iraq -- 2nd Lt. John Ouellet III (right), Iraq Training and Advisory Mission-Air officer in charge of the foreign excess personal property program, speaks to Iraqi officers about the contents of a shipping container during a pre-transfer inventory March 17.
