JOINT BASE BALAD, Iraq - Mitchell Strong stacks blocks of compressed plastic bottles with an extended boom here Sept. 5. Plastic, tin, aluminum and other recyclables are stored until an Iraqi business picks them up and transports them off base. This recycling effort is a part of an Iraqi-Based Industrialization Zone initiative to encourage Iraqi economic expansion and individual development. I-BIZ is a designated secure area on the base in which a private company can establish an operation. Mr. Strong is a Kellogg, Brown and Root contractor from Houston.
