Col. John Vaughn, 376th Air Expeditionary Wing vice commander, concludes his speech during a roof-dedication ceremony as Valentina Turabekova, host-nation advisor to the 376th AEW commander, prepares to translate at the Leninskoe Village Kindergarten in Leninskoe, Kyrgyzstan, Dec. 6, 2013.
