What is Sexual Assault?

Sexual Assault is defined as intentional sexual contact characterized by use of force, threats, intimidation, or abuse of authority; or when the victim does not or cannot consent. The term includes a broad category of sexual offenses consisting of the following specific UCMJ offenses: rape, sexual assault, aggravated sexual contact, abusive sexual contact, forcible sodomy (forced oral or anal sex), or attempts to commit any of these acts. Sexual assault is not only criminal conduct that falls short of the expectations of military members, but is also a violation of our Air Force Core Values. Sexual assault can occur regardless of gender, relationship status, or age of the victim.

What is Consent?

Consent is defined as words or overt acts indicating a freely given agreement to the sexual conduct at issue by a competent person. An expression of lack of consent through words or conduct means that there is no consent. Lack of verbal or physical resistance, or submission resulting from the accused's use of force, threat of force or placement of fear, does not constitute consent. A current or previous dating relationship with the accused, or an individual’s manner of dress at the time of incident, shall not constitute consent. There is no consent where an individual is sleeping or incapacitated; regardless of age, use of alcohol or drugs, and/or mental incapacitation.

Who can receive SAPR services?

- All Service members and their Dependents over the age of 18
- DoD Civilians and their Dependents over the age of 18 (MTF access and/or serving a location OCONUS)
- Contractors assaulted by Service members (supporting a contingency location OCONUS)

Are you a Certified Victim Advocate?

Air Force Victim Advocates provide essential support, liaison services and care to a sexual assault victim.

Victim Advocates are military personnel and DoD civilian employees selected by the SARC. VAs are required to complete a 40-hour, DoD Sexual Assault Advocate Certification Program (D-SAACP) training course to be nationally credentialed.

Additionally, VAs are volunteers who must possess the maturity and empathy to assist others in sensitive situations.   


Responsibilities may include:

  • Providing crisis intervention, referral and ongoing non-clinical support.
  • Providing information on available options and resources to assist the victim in making informed decisions about the case.
  • Providing continuous services until the victim feels support is no longer needed.
  • Being present, at the victim's request, during investigative interviews and forensic medical examinations.
  • However; does not include providing counseling or other professional services to a victim.
