PANJSHIR PROVINCE, Afghanistan ? U.S Air Force Capt. Phillip Baker, Panjshir Provincial Reconstruction Team lead civil engineer and San Antonio native, discusses road construction with Kalender Big, a former Mujahedeen general who served under Ahmad Shah Massoud, national hero of Afghanistan. The engineers surveyed a 15-kilometer section of road Oct. 13, that once complete, will connect the province to Badakshan, enabling the possibility of increased commerce and travel.
