U.S. Air Force Lt. Col. Daniel Moy, outgoing commander of the Paktya Provincial Reconstruction Team, is thanked by Paktya Deputy Gov. Abdal Rahma Mangal, following the transfer of authority ceremony, July 15. Moy relinquished command to U.S. Air Force Lt. Col. Carlos Halcomb. The Paktya PRT has been operating in Afghanistan since 2002, and works with the provincial government and the local populace to improve security, development and governance.
