PANJSHIR PROVINCE, Afghanistan -- Lt. Col. Russell T. Kaskel, Panjshir Provincial Reconstruction Team commander speaks to a crowd of more than 1,000 at the groundbreaking ceremony for the $6 million Barak to Khenj road in Barak, Bazarak District, Panjshir, May 28. Ahmad Zia Massoud, Afghanistan's First Vice President and brother of famed Panjshir Martyr and Afghan national hero Ahmad Shah Massoud, as well as members of Parliament and local government also spoke of the logistical and economic freedom the road will bring to the central reaches of the Province.
