PANJSHIR PROVINCE, Afghanistan ? U.S Air Force Capt. Phillip Baker, Panjshir Provincial Reconstruction Team lead civil engineer and San Antonio native, discusses road construction with Kalender Big, a former Mujahedeen general who served under Ahmad Shah Massoud, national hero of Afghanistan.
